The Trans-pennine Route Upgrade (TRU) is not only reshaping rail connectivity across the North of England but is already delivering measurable economic benefits in the communities it serves, according to a new report commissioned by Network Rail.

The report highlights how the multi billion-pound programme is driving regeneration, investment and job creation, with Huddersfield emerging as a prime example of its impact.

The study focuses on the Kirklees area in West Yorkshire, where Huddersfield station has been undergoing a major transformation since 2023. The findings point to a strong correlation between long-term infrastructure investment and increased development activity. Since funding for TRU was confirmed in 2020, planning applications within a 1.5-mile radius of Huddersfield station have risen by nearly 33%. Over the same period, the value of planned construction projects has almost tripled, climbing from £311.9 million before 2020 to £899.8 million.

Looking ahead, the economic outlook for the area remains positive. The report estimates that over the next decade, TRU-related activity in Huddersfield town centre could generate £1.9 billion in Gross Value Added (GVA), support 4,902 gross full-time equivalent jobs, and enable the delivery of more than 1,100 new homes. These projections underline the growing role of rail investment as a catalyst for wider economic development across the region.

James Richardson, managing director of the Transpennine Route Upgrade, said: “These figures highlight that rail investment isn’t just about trains and tracks. A long-term commitment to infrastructure in our communities draws in developers, businesses and residents to make these places their home.

“So while our teams work around the clock to deliver faster, more frequent trains across the Pennines, the benefits go well beyond the railway itself – shaping opportunities for the people these services will support for generations to come, and boosting our local economies. We’re proud to be working closely with our partners in business and local government to deliver a railway that will help the North reach its full potential.”

Local authorities see the project as integral to their long-term plans. Steve Mawson, chief executive at Kirklees Council, described TRU as a key component in strengthening regional connectivity and supporting investment.

He said: “The Transpennine Route Upgrade will significantly improve connectivity across Kirklees and the North of England. It complements and strengthens wider investment in our transport infrastructure, supporting a more integrated and reliable network that improves access to jobs, services and key markets. It aligns with our wider regeneration ambitions, focused on revitalising town centres, making best use of existing assets, and creating places where people and businesses can thrive.

“This investment is already helping to shift market perceptions across the region, reinforcing Kirklees’ position as a well-connected and attractive location for investment in manufacturing, health innovation, leisure, culture, and town centre living.”

The TRU programme spans a 70-mile route linking Manchester, Huddersfield, Leeds and York, and aims to transform both passenger and freight services. Works include full electrification of the line, track doubling in key sections to increase capacity, and the introduction of digital signalling to improve reliability and speed. Stations along the route are also being upgraded to enhance accessibility.

With around a quarter of the route already electrified and major construction activity underway at dozens of sites, the project is progressing at a fast pace.
